Assuming that they're reasonably well written, why not add them to The Doc? Alternatively (and perhaps more usefully), what about permitting a MaintainerNotes file in any cat/pkg directory where it would be useful? A plain text file would be easier for people to create and maintain, and its presence would quickly alert devs to potential quirks with a possibly unfamiliar package.
