Actually, it's already in portage (and have been for some time). It was even bumped to the latest qt4 version a few days ago. See http://packages.gentoo.org/search/?sstring=texmaker And, as was said before, bugs.gentoo.org is the place to discuss such things, not gentoo-dev.
