As a couple people have alluded to, there's very little stopping anyone from essentially creating a sub-distribution as part of a server TLP. Particularly if it doesn't affect the work of other people if they aren't interested, and you can get infra to agree to whatever you need. You can treat the lead of your server TLP as this single corporate-style leader if you want.
