Cross environments within a prefixed system do not have a nested prefix,
i.e. they are located at ${EPREFIX}/usr/${CHOST}, not
${EPREFIX}/usr/${CHOST}/${EPREFIX}. Binaries built with the
cross-compiler should therefore get an unprefixed dynamic linker path by
