For a e-mail **service** I would like to recommend mailbox.org because I have used it as my main e-mail service for long time **but** I use it in kindof reverse order since I forward GMail & HotMail inboxes **into** mailbox.org. I see that in the mailbox.org control panel they have the option of "Fetching external POP3 accounts" but I have never tried it... now that I think of it maybe I will merge those inboxes into one. :)

But for a e-mail "system", loosely said, I would recommend Thunderbird, I have used it since forever and I hate to use a browser to view my e-mail, especially GMail felt very very limited. I connect both the mailbox.org and gentoo.org into TB.


Requirements:
- Reliably receive my Gentoo developer emails (via forwarding or POP3)

Both TB & M.O can do this, also TB can use IMAP.

- Send emails from my Gentoo email address using SMTP on woodpecker

M.O - no? TB - yes.

- Webmail

M.O - yes, TB - no, of course it is a desktop app.

- Mobile app

M.O - no, bring your own app, TB - kinda, the official app made mirroring your desktop settings onto the phone very easy.

- Message storage external to woodpecker

In TB you can fetch POP3 messages but I believe to do this automatically You have to make a filter that executes that action? Not sure.

- Support for filtering messages into labels/folders

M.O - no? I do not use any server-side filters, I'm not sure if you can define one. TB - yes.


I would prefer a hosted solution that I don't have to maintain. I am
willing to pay for it.


Well going through this I think You will not fully like any of the ones I suggested but if I were you I would at least try to use TB for gentoo.org e-mail.
