OK, I did not understand how it was supposed to work. Is there
documentation anywhere that explains how it works and why?

as Ciaran said, this is plain not doable

the new system works: declare timezone in /etc/conf.d/clock and the
timezone-data ebuild will automatically update /etc/localtime with the
correct value

as for /etc/timezone/, i dont see how that solves anything
