the above looks exactly like folders (unless you elaborate on that)

I don't know what KDE or OLPC are thinking. when I tag my stuff I'd
probably have:
photo001.jpg {2008,holidays,nature,switzerland}
photo002.jpg {2008,holidays,fun,switzerland,zurich}
photo158.jpg {2009,computer,me,misc}
(the order of tags here is alphabetical)
