What do you think about creating a new virtual package, icon-theme? This would for example simplify the dependencies for www-client/chromium, which currently uses this:

x11-themes/xfce4-icon-theme

Also, possibly other icon theme packages in the tree could be added to that.
The suggested description would be "Virtual for desktop environments'
icon themes."
Suggested herd would be freedesktop.
