There are plans to remove some EAPI-specific behavior by removing support for 
old EAPIs.
E.g. when there are no remaining ebuilds using distutils.eclass, 
python_mod_optimize() or
python_mod_cleanup() in old EAPIs, then it will be possible to remove large 
parts of
python_mod_optimize() and python_mod_cleanup().
