The latest ebuild in the portage tree does not pull from [1].
$grep SRC /usr/portage/dev-util/colorgcc/colorgcc-1.3.2-r5.ebuild
SRC_URI="mirror://gentoo/${P}.tar.gz"
Once gentoo switches to pull from [1] i'd be glad to submit there.
The current situation makes me submit to gentoo.
