Because they are functionally equivalent.

If you do have a SRC_URI pointing to dev.g.o, then portage _will_ look
for the file in the gentoo mirrors by default unless you explicitly
RESTRICT it.

Having two SRC_URI entries is not really going to make a difference, and
it's easier to catch: you just remove the gentoo entry from
thirdpartymirrors.
