I don't quite follow here. By "implicit system deps", are you referring to the "common sense" set of essential packages that you have floating around in that brain of yours? :) If so, it would save a lot of useless mailing list discussion if we could just write that list down once and for good. The devmanual specifically mentions the "entire system target", which is logically interpreted as @system. If that's not the case, then lets clarify that policy.
