Well, there are trivial things that could be done on the stage building end... and complete intransigence toward totally reasonable ideas like not building with default options for a particularly specialized target (stages, livecds, etc.). Blame whomever you like, but ultimately the stages are a product of the release engineering team who has the ability to fix the issue themselves but choose not to.
