It seems that something went wrong with this commit: https://archives.gentoo.org/gentoo-commits/message/7fd131811947775b85faa93c720354df The ChangeLog was updated, but the files were never uploaded to cvs. Maybe you either didn't cvs add the files or the cortex-* subdirectories before committing?
