The bug can only be fixed by somebody who knows the details how the rsync mirrors are set up. As mentioned in the discussion in bug 561454, *essentially* all it needs to fix the issue is to call egencache --repo=gentoo --update-changelog on the main server providing the data for the mirrors, but details (e.g. when to call it) depend on how exactly the server is organized. For instance, it might be necessary to put ChangeLog /.gitignore into a local .gitignore file or something similar, and somehow the Manifests due to modified ChangeLogs might need to be updated, too.
