As a matter of fact the complete migration procedure (including cleaning up lib32 symlinks) was described in the news items introducing 17.1, for instance "2019-06-05-amd64-17-1-profiles-are-now-stable". In short, run

emerge -1v --deep /lib32 /usr/lib32 /usr/lib/llvm/*/lib32

and the lib32 symlinks should go.
