As far as I understand, when open-embedded was thinking on how to design their build system, there where people that liked the idea and works of portage, but the problem was that at that point portage was quite far form crosscompiling form one arch into another. And to make it crosscompile there it needed to be changed substantially. So they decided to make their portage alike (+ some other nice features) build system specifically designed for crosscompiling. On the other hand, gentoo (this includes gentoo-embedded) is designed for the situation where host arch = target arch. (It looks like there is some active development in adding crosscompilation capabilities to portage, but I don't have any knowledge about the state of this or what direction is it taking.)
