[gentoo-mirrors] gentoo.c3sl.ufpr.br has IPv6

In http://www.gentoo.org/main/en/mirrors2.xml C3SL is not marked as
having IPv6. Please do it; we've had it for quite some time. dns is
fully configured, both direct and reverse.
