Does `cat /var/db/pkg/sys-apps/portage-*/CONTENTS` answer your question? You
can also read the src_install() function of the ebuild to see what happens
during the install phase.
But anyway, all of the portage code is in /usr/lib/portage/{bin,pym}, as
documented on our "Fixing Portage" page:
