It stands for much of the tree outside sci as well (app-mobilephone, app-emulation, app-accessibility, games-simulation et al.). After much discussion in the past, probably on -dev, it's just as easy for somebody to tab-complete one or the other. But one name makes instant sense to anyone looking at it, and the other requires some thought to figure out.
