in response to your other question about use flags:  No, it doesn't,
because USE="" emerge only influences that build.  man portage and read up
on /etc/portage/package.use.

as for this question..  export /usr/portage via nfs and emerge -b on one,
emerge -k on the other.

read up on the docs, man, portage will do everything you want if you sweet
talk her.
