AsFarAsIKnow DHCP server (at least ISC one) test an ip before to assign
it. There is another one I think dinamic DHCP but it need to be mounted
on every box and do the same, test an ip and if it's free get it.

So it's not usual that a dhcp assign an already assigned IP. ergo the
problem must be that people put fixed ip over already assigned and "in
use" dhcp ones. Well there is nothing that can help in this case .

If your network is big you may want to isolate the problems in smaller
networks putting a NATting firewall between pieces of your networks.

Does this solution introduces too many limitations or is too expensive ?
