Thanks for the answers attempting to solve my issue. Well, there was a
rule placed in iptables to redirect port 80 on one of the internal
routers to another box. I deleted the rule and was able to emerge the
package(s). So yes, the problem was internal to my network and
everything is fine.

Well the trace that Ronald showed had attempts at three different
mirrors, including two gentoo sites and ibiblio. Seems like *someone*
should have had that file. And indeed, I just tried the ibiblio
address and the file is there.
Did you get this to work Ronald? It was probably a temporary glitch...
though I don't know why all three mirrors would not have the stable
version of webapp-config simultaneously.
