the mod_rewrite tip is a good one but only if you accept denying access 
through hotlinking.

mod_throttle, mod_bw, mod_bwshare, mod_bandwidth, mod_cband may be worth some 
investigation as they all (in one way or another) do bandwidth 
limiting/accounting/throttling. all of them exist in portage.
