We have clients who doubled the costs to their php4 hanger-ons clients recently in a passive aggressive move to get rid of them. The php4 clients didn't even bat an eye and set in their money. Our client is likely going to build out a server just for php4 and will expense that all to the php4 clients directly. You might be surprised what you can charge for php4 support right now...
