The only thing that I can think of is that when I get to this step:

# mount -o bind /proc proc
# chroot /mnt/gentoo bin/bash
# env-update
# source /etc/profile
# emerge rsync
# rm etc/make.profile

I am unable to mount /proc without specifying the -n parameter.
(so I do this:  mount -no bind /proc proc)

it should be mount -o bind /proc /full/path/to/new/linux/root/proc
