You should use something like ntptrace to verify the operation. Just type:

ntptrace firewallip
firewallip: stratum 4, offset -0.021402, synch distance 0.16815
ns-1.iastate.edu: stratum 3, offset 0.006955, synch distance 0.06166
ns-3.iastate.edu: stratum 2, offset -0.009098, synch distance 0.03458
time-C.timefreq.bldrdoc.gov: stratum 1, offset -0.004532, synch distance 0.00000, refid 'ACTS'


If you aren't getting a response, check your firewall rules.
