The IUSE variable just lists the variables an ebuild can use, it doesn't 
actually set anything. I was about to point you to some informative document 
on gentoo.org, but there doesn't seem to be any that describe IUSE currently 
(except a blurb in the Gentoo Linux Developers HOWTO). :)
