Can someone help me what I'm missing?

I have rar-3.0 installed. I see that rar-3.11 is available for
download, so naturally I rsync.

Still, there are no rar 3.11 available for update. So I look in
/usr/portage/app-arch/rar to check if I can help out making an ebuild
for it and share it on bugzilla.

Of course, there are a rar-3.1.1.ebuild there. But still not available
for upgrade. So I figure it must be masked. I open
/usr/portage/profiles/package.mask, and search for 'rar' to see the
reason why it's masked.

Now, here is the big surprise (for me atleast), it's not masked.

So, it's not masked, the version number for it is higher than the
currently installed version, yet it doesn't present itself for an
upgrade... How come?

Is there another file which masks this package? Is the naming standard
wrong? Am I failing to understand something simple?
