If you are well fitted with disk space, you could just use the mirroring feature of wget to suck down the complete contents of the remote distfiles directory. Then burn it on some CDs and voila - there you are. Generally I think that a system centric tool like emerge should not be bloated with features which are on the one hand useful in < 1% of all use cases and on the other hand can be done with supplementary tools.
