The fetch while compiling idea has been about for a *very* long time. There is a bug open in bugs.gentoo.org with an out of date patch which I doubt works anymore. (what it used to do is start a seperate process which does emerge -f while the main one compiles). This feature, I believe, is on the prememant TODO list, which I guess will not be done for some time.
