As several pointed out this was way too slow!  Well, I fixed it.  The system 
is in a standalone server cabinet (about 14" high with one side for the 
motherboard, and bays for six disk drives, plus two other devices such as 
CDs.  I opened the machine up and notice one fan was running. Further 
investigation showed that NONE of the three fans was running.  The machine 
had been assembled several months ago and after a move I got it out and put 
in the disks, and connected everything.  Well, I forgot to connect the fans 
to the power supply - I connected them to each other but forgot the power 
supply lead.  So the system was overheating and slowing back to protect 
itself.  I tested the Intel thermal protection and it works!
