This subject has been discussed some long time ago, but while it sounds easy 
there are many problems that need to be adressed. The portage developers are 
currently focussing their efforts on other area's that are perceived as being 
more in need of attention.

Of course the idea could be stirred up somewhat, so you could try to submit 
it. BTW. the gentoo-dev list is a better place for this kind of topic.
