This will happen to most people. The possible reasons are (1) emerge system has installed most necessary items including X according to your USE flags (2) unless you have emerged custom packages yourself during the installation the world file (/var/cache/edb/world) will be empty and as a result there is nothing to update. As you begin to emerge packages after your system is ready there will be world updates especially over the next two weeks where many packages are moving from unstable to stable.
