I would guess that it's set like that because:

1) People can't/won't/don't know how to (pick any/all) trim down their replies
2) When you reply to a digest, without trimming down the reply it becomes
   _extreamly_ messy
3) Dubble (2) if the mail client send it out as html

Basicly, it think it's to keep the list "cleaner"

PS
 I personally _really_ dislike getting responses from a digest.. Almost
 as much as getting replies from auto-responders saying so-and-so is on
 holiday - when you email'ed a mailinglist.
