No. Check /etc/devfsd.conf and you'll find users probably need to be in the cdrom group.
whats more likely is that you need to add user in /etc/fstab
eg
/dev/cdroms/cdrom0 /mnt/cdrom iso9660 noauto,ro,user 0 0
