Cant' give you a lead on your problem immediately but it might help to know that I have used exactly the same card and the Tulip driver worked for me.
Come to think of it I used the 1.4rc2 set because I wanted and Athlon set up with GRP. Perhaps there is a problem with the rc3 set up; you could start with rc2 instead and switch to rc3 build.
