I think this might be it:
mycommand="/usr/bin/rsync -rlptDvz --progress --stats
--delete --delete-after --timeout="+str(mytimeout)+"
--exclude='distfiles/*' --exclude='packages/*' "
btw I think you can also add the "-z" at "sync" as well.
