To use an ebuild not in portage set the PROTAGE_OVERLAY_DIR in /etc/make.conf and put your ebuilds there(cartogry name/ebuild name like /usr/local/portage/app-sci/chessbrain). If there is something that is not in portage and not in bugzilla write an ebuild for it and submit it.
