I don't know about a limit for LVM, but you do need to use pvcreate before doing a vgscan. ' pvcreate /dev/sda' _should_ work, but I've heard that devfs can cause problems with this syntax. If necessary, use the full dev path for sda.
vgcreate -- ERROR "pv_read(): read" reading physical volumes
