Hi pete. I had the same problem. I checked out /etc/env.d/*kde* and
found that the KDE 3.0.x files defined a KDEDIRS variable that the 3.1.x
files didn't. Adding
 
KDEDIRS=/usr/kde/3.1

to /etc/env.d/49kdepaths-3.1.1 saved my day.

Just to confuse, there is a KDEDIR (without the trailing S) variable,
and it's defined in all versions.
