Check the ownership and access rights on the /local/web and *everything* under it. The user, which runs the apache server should have read and search access to dirs and read access to files in that dir.
You should post the output of ls -l /local, ls -l /local/web, ps aux | grep <apache-user>, then we could tell easily, if you have a bad access permissions and onwership setup or the problem is elsewhere.
