Thats the "USB Device File System".. You need to mount it for it to
exist there.

[EMAIL PROTECTED]:~$ mount
[...]
usbdevfs on /proc/bus/usb type usbdevfs (rw)

The /etc/init.d/localmount script is supposed to mount the usbdevfs for
you, but perhaps something is wrong with it, or with your kernel config.
