More info. If I do another 'emerge -ep world' at this point, I can see
things in the list (mozilla, java, big stuff...) that I saw the
machine
build this morning, so it seems like some portage database isn't
updated
with the work already done. Is this machine going to be hosed after
this
snafu?

The whole point of -e is that it will recompile everything... You could be on the last package of your world rebuilding, and "emerge -ep world" will still say everything has to be done... -e is short for
"--empty-tree".
