It's a new feature that fixes things when packages move from one category to another. I think it's /usr/lib/portage/fixpackages - I did a find / -name fix* -print to find it.

What is going on here? This never happened until I upgraded portage
recently (strongly suggested by portage itself). So, far, I have not
figured out how to "fixpackages".
