Are you using lilo or grub. I use lilo and besides having it in the kernel,
you need to put in in the append line of lilo.conf
as: devfs=mount
my example
# Linux bootable partition config begins
image = /boot/bzImage-2.4.20-gentoo-r5
root = /dev/hdb2
label = Gentoo
append=" devfs=mount hdc=ide-scsi ide0=ata66 ide1=ata66"
read-only # read-only for checking
