No, UID 0 is a special user, a priviledged user. When the kernel finds a open 
call, it will look whether the user has uid==0 or not. If he has it, then he 
can open, otherwise, the kernel must keep on looking for the security 
restrictions (it was that way in kernel 2.0.X, i guess it's still the same).
