CUPS should be in my world file i think..
mootop edb # grep cups world
mootop edb # grep cups /var/log/emerge.log
1048864643:  >>> emerge (12 of 96) net-print/cups-1.1.18-r4 to /
1048864997:  >>> AUTOCLEAN: net-print/cups
1048864997:  ::: completed emerge (12 of 96) net-print/cups-1.1.18-r4 to
Doh! interesting.. you have explained the issue with cups...

I did notice this same thing with nmap though, which I know i specificly
merged and didn't show up in an emerge -up world.

Is there a way to get portage to show updates for anything and
everything installed on the system ?

thx.
