The problem with this was the amd64 keyword disaster where many masked packages became accidently unmasked. The new baselayout is one of them. Because it was unmasked for a few days and some people already had upgraded it was decided that it will not be put back to ~x86 to avoid downgrading problems. The devs are aware of the problems, the problem could be made more public though, so if you've any recommendations how to handle this situation please comment on the bug.
