may or may not be the problem, but this happened to us.. we share a very nice dsl connection between 6 people.. if any of them are doing any sort of file transfer.. even active webbrowsing, really.. we noticest harsh lag in our ssh connections. since generally, tcp packets don't get type-wise prioritization, the ssh packets get locked up in queue behind everything else.. we just don't notice this with webbrowsing and such, since we're not dependant in those cases on so many packets getting sent for every charact we type at a prompt. :)
